6) OBJECTIVES:
To guide students in developing an understanding of our global economic future through analysis of Brazil, Russia, India and China (BRICs) in terms of their economic strategies, their sources of comparative advantage, and emerging areas of growth.
7) COURSE CONTENT:
• Overview
• Introduction to the BRICs and China’s political economy
• China: Economic transition path
• China and world trade, and India: Political economy and economic development
• India: Economic growth strategy
• Brazil: Political economy and economic development
• Brazil: Economic growth strategy
• Russia: Political economy and transition
• Russia’s development and assessing the BRICs
• The effect of the BRICs on the global economy
• Structure of the global economy: global imbalances are here to stay?
8) METHODOLOGY:
Students are assigned to a tutor group with a maximum of 32 students. Classes are supported by an online tutor who facilitates course discussions, coordinates group activities and guides students with their independent study.

• introduces practical activities
Student participation:
• general discussions
• individual and group activities
• assessment is through one short essay of about 400 words, and a longer written piece of about 1000 words.
9) REQUIREMENTS:
1. All applicants must be citizens or permanent residents of an OAS Member state.
2. Proficiency in English, with documented evidence if not thenative language.
3. Submit a duly completed request before the deadline established by the National Liaison Office (ONE)1. Thecandidate is responsible for finding out the deadline set by the ONE in his/her country of residence.
The deadline for presentation of applications to the (ONE) differs from country to country and should therefore be confirmed with the relevant ONE in the applicant's country of origin or permanent residence.
10) SCHOLARSHIP SELECTION CRITERIA:
Scholarships shall be granted based on the following criteria:
a. the merits and overall credentials of the candidate, including his/her academic and professional background;
b. the financial need of the candidate; and
c. An extensive and equitable geographic distribution for the benefit of all member states and that takes into account the greater needs of the smaller and relatively less developed economies.
11) RESPONSIBILITY OF SCHOLARSHIPS RECIPIENTS:
The selected candidates must confirm their acceptance of the scholarship award to the OAS General Secretariat Office in their respective countries and through the ONE in order for the OAS to proceed with making the necessary arrangements or, if the scholarship is refused, to appoint another candidate.
Upon selection, candidates must accept the scholarship by confirming their availability to follow the course during the period indicated and their acceptance of the duly provided conditions of study.
If the fellow declines, cancels or terminates the Scholarship after the course or program has started without giving enough proof to the OAS/GS, he or she must reimburse the total amount of incurred costs/expenses.
Computer access and communication costs (Internet access and e-mail) are the responsibility of the student. Computer: should include the last versions of browsers. Access to Internet: it should have access to the network from its work place or home. The minimum acceptable modem speed is: 28.8 kbps. Browser: The browser that you use is very important. The e-learning platform requires a browser that allows the use of Javascript. These options should be enabled in the browser.
In the event that a selected candidate accepts the scholarship and then, for good reason, is unable to follow the course, he or she must so inform the Department of Human Development, Education and Culture immediately so that it may decide what actions to take.
12) BENEFITS:
Oxford University's Department for Continuing Education (OUDCE) will cover the tuition fees of the selected candidates
